A Honolulu-based newspaper said a missile launched in North Korea could reach Hawaii within 20 minutes.

Tensions are expected to rise further in the coming week as South Korea and the United States launch a massive air force drill mobilising some 230 aircraft including six US F-22 Raptor stealth jet fighters.

North Korea said the new missile soared to an altitude of about 4,475 km (2,780 miles), more than 10 times the height of the International Space Station, and flew 950 km during its 53-minute flight - higher and longer than any North Korean missile, before landing in the sea near Japan.

North Korea said it successfully tested a powerful new ICBM on Wednesday that put the entire US mainland within range of its nuclear weapons.

"I think it's increasing every day, which means that.we are in a race to be able to solve this problem", he said at a forum on Saturday.

"We feel very strong that it (the North's nuclear development) needs to be stopped and we are obviously not looking for a military solution ourselves", he said.

The exercises come after last week's test-launch by North Korea of its most powerful intercontinental ballistic missile (ICBM) yet, though the US-South Korea drills had already been planned.

"It wouldn't be in anybody's interest to have a large-scale conflict with Russia", McMaster said, adding also that "what we need to do is find areas of cooperation with Russia, so Russian policies are focused".

North Korea, meanwhile, has been on a tear, undeterred by global pressure. "They will be the first victims if a war is started on the Korean peninsula".

But the national security adviser said Kim was extremely unlikely to change his behavior "without some significant new actions in the form of much more severe sanctions" and "complete enforcement of the sanctions that are in place".

He pushed China to do more, including cutting off North Korean oil imports.

It's a unsafe world and as you look around and see there are a ton of hot spots, this next question is politically sensitive but you said everything was open when we started this thing, does an event like the indictment, foreign policy or national security impact, in other words, do foreign allies get rattled by it, do adversaries get rattled by it, does it somehow constrain the Trump administration foreign policy?.
